What does an epoch value mean on its own?

It is a count of seconds or milliseconds, with no time zone attached. A time zone only enters when it is displayed, which is why UTC and local time are shown side by side.

How do I tell seconds from milliseconds?

Try one and read the date. A value taken in the wrong unit lands far from where you expected, and switching the unit puts it back in range.

Can I convert a date to an epoch value?
